Private label skincare brand startup cost with formula, packaging, compliance and shipping

How Much Does It Cost to Start a Private Label Skincare Brand?

Starting a private label skincare brand involves more than the product unit price. This guide explains formula costs, raw material MOQs, stock versus custom packaging, regulatory compliance, shipping and other startup expenses, and shows how ready-made formulas and low MOQ production can help new brands reduce initial investment.

You may think 500 bottles means 500 × unit price. In reality, starting a skincare brand can involve raw material MOQs, packaging, compliance, samples, shipping and launch costs. Here’s the real budget behind your first private label order.

Why Ready-Made Formulas Can Reduce Startup Costs

For a first private label skincare project, using a ready-made or production-proven formula can significantly reduce the initial development burden.

A mature formula does not simply mean that the formulation already exists. In many cases, the raw materials used in these formulas are commonly sourced, regularly purchased by the factory, or already available in factory inventory.

This is important because raw material suppliers often have their own minimum order quantities.

If a new brand requests a completely new formula using special ingredients that the manufacturer does not normally stock, the factory may need to purchase an entire minimum batch of that raw material even when the brand only wants a relatively small finished-product order.

For example, the brand may only need enough active ingredient for several hundred bottles, but the ingredient supplier may require the factory to purchase a much larger quantity.

That additional raw-material investment eventually affects the total project cost.

By choosing a production-proven formula using commonly available or already stocked ingredients, small brands may avoid unnecessary raw-material purchasing costs and make lower-volume production more practical.

Stock Packaging vs Fully Customized Packaging

Packaging is another major factor affecting the minimum order quantity and startup budget.

For small-batch private label projects, the most practical option is usually to select from standard packaging that is already available from the manufacturer or packaging supplier.

This may include existing:

  • Bottles、Jars、Pumps、Droppers、Tubes、Caps

The brand can then create its own identity through labels, printed cartons, stickers and artwork.

This approach can keep the packaging MOQ relatively manageable.

However, fully customized packaging is very different.

If a brand requires:

  • A custom bottle mold、A unique bottle shape、Custom plastic color
  • Custom glass color、Electroplating、Special coatings、
  • Complex silk-screen printing、Multiple-color decoration
  • Custom pumps or closures

the packaging supplier will normally require a significantly higher MOQ.

In many cases, the packaging MOQ can be much higher than the MOQ of the cosmetic formula itself.

For startup brands, using stock packaging for the first launch can therefore reduce both investment and inventory risk.

Regulatory Costs Depend on the Destination Market

One of the most commonly overlooked startup expenses is regulatory compliance.

Manufacturing a small order does not automatically mean the regulatory cost will also be small.

Compliance requirements are generally determined by:

  • Destination market、Product category、Ingredients、Claims、Labeling
  • Required documentation

Some markets may require more extensive safety assessments, product files, testing, local responsible parties, product notifications or other regulatory procedures.

These costs may apply whether the brand orders 500 units or several thousand units.

For this reason, brands should tell the manufacturer their intended sales market before confirming the first order.

Your first private label skincare budget should include more than just the product unit price. Consider the full cost structure below before placing your first order.

For a startup brand, a focused 2–4 product collection, such as a Camellia botanical skincare line, is often more practical than launching 8–10 products with very small quantities.
